Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Under the general direction of the Supervisor II, Legal Affairs Division, the Supervisor I (Supervisor) will directly supervise and manage the legal support staff in the Administration Support Branch. The Supervisor I is expected to manage and perform the most complex, and time sensitive assignments, loan program development and policies with program responsibilities that are identified by management. The Supervisor will serve as a subject matter expert and have the responsibility, as a coordinator and advisor regarding economic development and financial assistance programs and activities .

This position requires you to work in the office every day, five days a week.

Limited Term appointment for 12 months, may be extended to 24 months, and may become permanent at a later date, pending Budget approval.

HCD Disclosure Requirements

Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be conducted in California and  cleared prior to being hired.

1. Strong knowledge and experience with personnel matters, managing legal documents, and supporting a law office. Demonstrated ability to lead teams effectively by fostering staff growth through consistent coaching, mentoring, and support for professional development.
2. Ability to remain flexible with constantly changing priorities, including but not limited to, completing time sensitive and high-priority assignments with accuracy, efficiency, and urgency.
3. Ability to demonstrate professionalism, diplomacy, flexibility, and sound judgment.
4. Excellent customer service and interpersonal skills, with the ability to work cooperatively and collaboratively with all levels of staff and management.
5. Experience in project management, including resource management, and tracking deliverables.
6. Experience preparing and implementing training programs.
7. Ability to be creative and innovative with problems-solving and process improvements.
8. Experience with legal research and using e-document discovery software such as Westlaw, Lexis/Nexis, etc .

Statement of Qualifications
